With new Iranian President Ebrahim Raisi as head of the government, though not of the Islamic Revolutionary regime headed by Supreme Leader Ali Khamenei, Iran no longer has an excuse to delay crucial decisions. It has to take care of severe economic and social problems, to choose between further maritime attacks sure to bring about retaliation and a de-facto ceasefire on the seas, and perhaps most importantly - to play its endgame in the Vienna talks about the revival of the 2015 nuclear deal in exchange for badly needed sanctions relief. How is Raisi going to navigate these minefields?
