Soon after the current Israeli government entered office, more than five months ago, President Recep Tayyip Erdogan decided to change course in the relations between Ankara and Jerusalem. He signaled it by calling Israeli President Yitzhak Herzog, who has no policy-making role, and at the same time cautiously checking whether key decisionmakers would be receptive to warming frozen political ties. That move did not seem to bear fruit, but when a couple of Israeli tourists were arrested on a mistaken suspicion of espionage, the scene was set for a gesture - reconnecting Turkey and Israel on the highest level.
