IDF rules of engagement in war on terror

All modern military forces face the dilemma of overkill capabilities. Armies and Air Forces are equipped to clash with their opposite numbers, and in great numbers, under conditions which give rise to indiscriminate targeting. Yet in fighting terrorists sheltered among civilians, hitting innocents is almost unavoidable but still carries a heavy price morally, professionally and diplomatically. The latest episode in this series featured American criticism of Israeli rules of engagement in the fight against Palestinian terror squads and a defiant response from Jerusalem.
