Israel’s southern frontier has been flaring up constantly over the last year and a half, with the Israeli military and the Islamist Palestinian factions in the Hamas-controlled enclave exchanging fire. Both sides appear to be relatively restrained – making every apparent effort to refrain from gliding into a full-scale conflagration.
